So I have a Fearful M19 of the Phoenix with muffle. The proc chance on phoenix and muffle used to be 1 in 7, now its 1 in 8? I was curious if this was intentional or not.

What Happened?: He was accused of cheating, and then toggled on and aimbotted the entire server. He got karma banned, but I think he killed 9 people with RDM.
