I was under the impression that the level limitation was just so that random people don't join and fill the lobby. I don't think that level 10 is low enough to be considered to be filling that role.
EDIT: The alt thing makes sense, but I don't think that we'd really have to worry about that considering the only "farmable" solo event is the worm queen, which is set up at level 25. Both of the other events require complete participation of all invited parties.
