I think it's just the fact blocking mechanics weren't accounting for ping.
Right before release we were testing, and blocking a hit gives you a very brief window to counter attack the person before they can block or swing back at you (and they are slowed for a brief duration). Due to ping I'm guessing, this window was TOO tough to really notice.
So I've increased the window for it, that means, once you block someones hit, you get a window of counter attack. But keep in mind blocking has a downside too if you fail to block, you are slown down briefly and have a longer blocking/attack cooldown.
