Just add stuff like this into lower letter catches so there's variety. Literally people wait for 4+ letter catches and ignore the rest of the lesser catches.
Have like a random rare drop across all catches to incentivize people to do small catches.

You can fish up kraken with any amount of letters. Mine was 4 or less i believe. Dolan also fished one up with not many letters.
