[BUFF] Mysterious Tier

I really like the gimmick of the mysterious tier, but the stats are pretty underwhelming for the effort.

It just doesn't seem worth it to try and level ~25 guns to have a chance and upgrading it to prim tier that has pretty average stats compared to most tiers.

Also, why can't you reinvigorate them? I'm not suggesting It'd give you another chance to upgrade but it'd be nice to be able to change the stats.

the stats aren't that great like i can just buy an equivalent prim for 30k or so and it takes no time to get that much currency
