Increase max. Karma

I feel the karma is fine and this won't be as big of an issue after open beta or when more staff are added, most RDMs and T baiters will be punished making them less of an issue per round, raising the karma would also allow RDMers to be on longer without the auto karma ban. This would probably be better to wait and see after betas done.
