Remove the ability to put Standards on the marketplace.

I had an old suggestion that you could select certain tiers, or "less-than-this" tier that would turn guns that match the requirements into basically juice. Standards would give Damage juice, and you could, theoretically, hold infinite of this. Plunk a crystal in, charge it from the juice, no problems anymore. No inventory clogging either. Hate TotaliTerrans? Set them to automatically scrap!
