Is it possible to change where bullets come from?

This is pretty much hard coded into the engine. There's a lot of reasons why this is like this, and there's really no reason to try and change it around. Yes it's annoying, but there's several reasons behind the scenes for them to do it this way, to make the game more playable for the client.

If you weren't to shoot like this, you'd be taking cover behind something, trying to shoot over it and hit it because your world shoot position isn't matching up with the view model. It would feel very awkward.

It's common in most, if not all first person shooters to have the forehead over a ledge 'shoot from the eyes' issue.
