Unfortunately nothing can be done about this with sufficient proof.
You can obtain proof by screenshotting the damage logs (F8 button during post-round) and highlighting the player you wish to report in the future.
If he returns, let me know and I'm sure some staff or myself can get on to keep an eye on him - usually mass RDMers don't bother coming back though.
