Make shooting zombies slow them down or give them a tiny bit of knockback. So even low-damage weapons can help you, say, escape.
Also, there should be easier ways to kill zombies without just gunning them down; better proximity mines maybe. I bought a prox mine for the same price as a shotgun, and it did 120 damage to a normal zombie. That was it. 35 credits down the drain.
