Yeah... No. All this would do is make people never take the risk to dismantle anything again. They'd just wait for runes and hold on to their weapons, ruining the entire point of the system. The whole point is risk vs reward. It's very rewarding to get a catalyst AND get traits on it. A one-sided risk is not enough for how insane things can get.
