Dilapidation being Weird.

I just made some adjustments to the Firework effects. If your FPS falls below 40 it will fall back to a lower quality/way less interesting firework effect that has way fewer particles. Hopefully that will help. I also added a cooldown to the big firework effect to prevent too many from going off at the same time, it'll fall back to the low quality one if on CD.
