In addition to fragments, players should also be awarded xp that varies with the difficulty of the quest.

that'd be way too little. quests normally give like 8-15 fragments and 8-15 exp is quite literally nothing

Maybe like 15 XP on easy quests, 50 XP on medium quests, and 100 on hard quests?

What about

0.1% of your bar for easy quests
0.5% for medium quests.
1% for hard quests.

At most there's usually, like, 2 hard quests each week. If 2 of each is the normal, that's 3.2% of your EXP bar. Actually, maybe they could be higher. It'd help for higher levels. Eventually, static EXP (15/50/100, etc) becomes useless.

I planned on having the achievement system award exp, but I suppose it may make more sense to have quests award it too.

The point of higher XP requirements for each higher rank is so that it actually gets difficult and takes longer to level up. I don't think percentages would work because of this, it would make it so all levels are practically the same.
