newton launcher doesnt work

You can do the newton quest by shooting someone near-death with it and killing them.

Last bullet nighthawk = 2HP left + Newton = Quest complete.

Nah I've been shot with it and checked logs, took 4 damage from a flare gun but was never lighted on fire.

I did not miss. It was a few days ago so it might be working now
