Algae Eater
Pretty common item (think rune of expansion)  that upon use, will allow you to select an item to wipe a random trait/suffix from said item. Additionally, there is a very low chance of applying a new unique trait in the place of the replaced trait (think like 5% chance). This item can only be used on an item if it has at least 1 remaining trait.
This new trait has a chance to apply a "numbing agent" to your target, causing their current weapon traits and suffixes to be unable to trigger for a short time.

New Misc Item: Water Balloon
Rare
Throwable water balloon that can extinguish players that are on fire. Upon a successful extinguish, all players hit gain 50 Health. Extinguishing yourself only restores 25 Health. Once thrown, there is a 10 Second Cooldown.

The Abyss creates a whirlpool, in front of the gun, that sucks all bullets facing into the funnel. Any bullets that are sucked up is added to the clip and the user is healed for 10% of the opponent's Headshot damage (Around 3-5 hp per bullet on average).

While the whirlpool is up, selfslow of -50% (isn't affected by The Abyss' +20% mobility), cannot attack, and can only last as long is there charge.
It has 5 second charge, 2 seconds not using the whirlpool = 1 second charge. 10 seconds to get full charge
*Can only be activated when you have at least one second of charge.

Use a tracer of pheonix and water ball for INFINITE health (for a team mate) so a no go on the healing part for that. I mean ffs it's a quicker better wand. Moray is an m1 being an exotic silenced sniper in disguise. Algae eater is neat to counter the swamp of 6 traits/suffixes... temporarily until it becomes one of the 6 because its busted and counters some godlikes and all crafted traits. It becomes who procs first if we don't kill. I ain't even commenting on the godlike.
