Higher ups from NTG WOULD work...But a lot of them are very bogged down from NTG work, not including school, daily life, work, etc.
You should hand-pick a few Operators+ from NTG who you personally know. But its not too bad. Players handle the RDM themselves.
If you'd like, maybe cause karma loss to double the normal?
