Licky Licky Lachie Member application

Licky is pretty new to my mind on FRG (for how long I've known them), but our encounters have been pleasant. I think he might have a bit of a wild streak, so its good to remember that sometimes silence is a better answer than filling the void, but that's a lesson everyone (especially myself) could do with either learning or refreshing. I'm still supportive though, and I think Member rank is a good chance for him to shine. +1
